The top picture is the Vapid Police Cruiser, the bottom is the DeClasse Police Cruiser, based on the DeClasse Merit.
Description
The Vapid is a Ford Crown Victoria, the DeClasse is most likely a Chevrolet Impala. Although the DeClasse is rear drive, the Impala is not.
Locations
This is the standard patrol car of the police, obviously. The problem is that nearly all the parked ones usually have a cop standing nearby, netting you a one-star wanted level as soon as you break the driver's side window. You'll need multiple cop cars on plenty of occasions, like when doing the Most Wanted and Vigilante side missions. Thankfully, you can always find an unguarded police car at this location (about one and a half blocks northeast of the Weapon Shop in Chinatown, Algonquin). Before jacking it, survey the area to make sure there are no cops randomly patrolling the area. There's no cop that stands here endlessly watching the car unlike other locations, though.
