If you wanted to steal one of these, you could break into Francis International Airport and drive any car onto one of the two runways. You will get a six star wanted level, these are on of the police vehicles that will chase you, but you could steal one when the police exit the vehicle and then all you need to do is drive it out of the airport and lose your wanted level by taking it to a safehouse.
