Shortest route between the drop-off points

In APB, as a Criminal, you can get money, standing and some more perks out of the Wheelman role. To see how far along you are, just hit the J button, click on Roles and there you see it. You can get a maximum level of 15 with it, but that's a long way off.

The job is simple, get as many cars delivered as you can. Doesn't matter if they are parked or on the road, any car works. The more the car is in good shape, the better money (and progress) you get. Also higher level cars pay better and give more progress.

Since stealing parked cars is one of the best options, try to get a slim jim equipment as soon as you can. The F-Series SJ Mk IV is the highest one and reduces time to jack a car by 40%. It only requires a rating of 25 but also costs 25'000$. So if you can, get it from someone else, which will greatly reduce time you need to wait.

The exact rewards you get are not yet known.

It takes an estimated 6000 cars to get from level 0 to completion of level 14 (so you are level 15). With an estimated 1 minute per car, that's 100 hours of time you spend on this. So if you want to get there, you can, people have done it, but it will take you a lot of time of repetitive tasks.

But there is a strategy that can help you make it easier.

First, bring up the instance selection screen (district select, then instances tab). There select financial district and all languages. Now look for the district with the lowest count of enforcers and join. This way you get less bounty missions forced on you while doing this.

Now spawn in the southeast part of the city and bring up the map. Enable the vehicle drop offs and look at the two in the southeast that are basically connected by the high way. Go to the eastern one of the two.

Now get your player car, and park it on the street just east of this drop off point. There is a space in the wall to the street to get in, just park it a bit north of that, so you can still get easy in and out. Park it so it covers both lanes a little. The idea is simply that your player car does not vanish unless destroyed or unless you spawn a new one. It will stop NPC cars and while you come back, you can always grab one of these stopped cars here.

Grab any other car and drive under the highway to the other drop off. Drop the car and then look straight out of the drop off zone. You can see a large truck parked a bit down to the east. This truck will always re-spawn and always be there, so you can just go and grab it any time you return here.

Just ping pong between the two points and deliver cars and you should get going pretty well. Here are a few more points though that will help you along the way:

I made a test of stealing cars for exactly one hour as described above. Here are my results:

In that time there were no APB's on me and I could just straight go with it. I would say it averages in at about one car per minute.

Levels

There are 15 levels you can achieve, each one requiring a certain number of cars. These numbers are not 100% though as they are estimates and measured in various ways by multiple players. But they should give you a good starting point.
