Equipment allows you to speed up certain actions in the game. You simply chose them at any ammo box, just like your weapons, and then they will stick with you until you change them. They will not get used up and you don't need to do anything special except buy them and then equip them.

They can be bought at pretty much any contact in the game, including the social district.
